Instead of explaining how to fix it I just corrected your profile in the cp
you has it set somehow at these settings

I corrected it for you and now you can send pm and download pm..
so anyone reaidng this and have the same problem look at your cp and see if your settings are in fact correct once in a while.
Sometimes when upgrades are done some personal settings change for members ..
